Premier Says Work on New Incinerator to Start Soon

It was expected that the new incinerator at Pockwood Pond would have been commissioned since earlier this year however, the Territory´s Leader is now stating that works will commence soon.

In a brief response on the VIP´s radio programme, Premier Hon. Ralph T. O´Neal said, "I believe work should be started soon."

Recently in the House of Assembly, Opposition Leader Dr. Orlando Smith asked for an update on the works on the new incinerator, however, he was told by the Minister for Health and Social Development Hon. Dancia Penn that he should refer the question to the Finance Minister.

Efforts by BVI Platinum News to get further information on the reason for the holdup proved futile.

Last September, the Health Minister assured residents that the old incinerator is in full operation and Government is hopeful that the new one will be in operation by early 2010. At the time, Minister Penn said that works were recently done on the old incinerator. The 40-ton per day Consumat CS-1600 modular incinerator currently in use was commissioned in 1994.

In relation to the issue of open burning, the Minister said that she cannot give assurances that it is over, but assured that Government´s intention is to minimize the problem.

"I would not want to be fully committed on saying the open burning is over, but what I can certainly affirm to this Hon. House is that it is the intention to minimize the open burning. We are well aware of how undesirable the open burning is for many and various reasons and it is the quest to minimize the open burning," the Health Minister stated in September.

Government was aiming to have everything in place by the third quarter of last year for the brand new 100-ton-per-day incinerator plant which arrived at Port Purcell on 17th January, 2009.

The reassembling of the incinerator and construction of a steel building for the incinerator is completed, however, the Finance Department had retendered for the installation of all electrical and mechanical equipment.

The proposed works comprise of the furnishing of all plant, labour, equipment and material and performing all operations in connection with the electrical and mechanical installation for the new incinerator in accordance with the drawings and specifications.

According to Government, owing to the significant increase in the volume of solid waste which is generated each day, it became necessary for Government to acquire a larger facility. Following an expert recommendation, Government approved the purchase of a Consutech/Consumat Modular Controlled Air Incinerator which is two-and-a-half times larger than the existing incinerator.

I have heard that about 40% of the trash that we produce can be recycled. We need to act on this fact. Perhaps we could partner with some US organisations to recycle paper, plastic, aluminium, and glass. Some items can actually be returned in the US to their manufacturers who have recycling... more

O Tilford, why not tell us that you have refused to move this project forward simply because it is your wish to give the electrical contract to a VIP backer and not to the NDP contractor who the tender board recommended. How long has the new incinerator been there (disassembled): 18 months.....And, are all the parts purchased still there, functional even? Why did the purchase price not include commissioning.

And, why did we not consider a waste to energy plant? If you're going to burn it, might as well get some... more

Good points, I am wondering why we are so hell bent on not being more eco-friendly. We can use this to our advantage and look into creating reuseable energy etc etc.

they need to start a major campaign on this go green stuff instead of wasting all that money on that go green fesitval mess. what we learn and implementing from that?

how much would it cost to finish the incinerator? say about $10,000 or wait that's the prize for Ms. BVI this year. ten grand can do a lot or at least start. I thought we cutting back and we in a recession, blah, blah, blah.....
